The Regional Office for Central and West Africa currently has over 100 staff members working in its offices in Burkina Faso, Guinea Bissau, Mali, Mauritania, Senegal, Niger, Cameroon, Nigeria, Ghana, Gabon, Congo DR, Congo. The IUCN Regional Office for Central and West Africa is located in Ouagadougou, Burkina Faso.

The IUCN Regional Water & Wetlands Programme Officer for West Africa reports directly to the Regional Water and Wetlands Programme Coordinator with an additional reporting line to the Regional Programme Coordinator. His/her general role is to assist the Regional Water and Wetlands Programme Coordinator in the day to day backstopping of management units of projects that compose this programme.

JOB DESCRIPTION

The specific duties of the Regional Water and Wetlands Programme Officer for West Africa are :

a. Lead the execution of specific projects placed under her responsibility
b. Assist in the implementation of projects that are part of the Regional Water and Wetlands Programme
c. Assist in the supervision, monitoring and reporting activities and other initiatives related to the Regional Water and Wetlands Programme by use of required tools and methodology
d. Participate actively in the development of the Regional Water and Wetlands Programme portfolio through drafting concept notes and other technical documents
e. Assist in the implementation of communication and information dissemination of the programme activities (PACO News, Web page, posting documentation on the Knowledge Network web pages, ...)
f. Assist, as deemed necessary, IUCN-PACO country offices in the design and the monitoring of initiatives in the water and wetlands sector
g. Assist in the fundraising efforts of the Regional Water and Wetlands Programme
h.Assist in collaboration with IUCN-PACO Finance Department, monitor the contractual obligations of the all projects and activities by :

  • Assisting in the preparation of contracts for consultants and monitoring their contractual obligations
  • Assisting in the preparation and timely submission of technical and financial reports to donors i. Under the guidance of the Regional Water and Wetlands Programme Coordinator, prepare annual work plans and budgets, periodic progress reports for projects as required ; j. Assist in the preparation of technical, scientific reports and communication materials related to the activities of the Programme ; k. Under the guidance of the Regional Water and Wetlands Programme Coordinator, conduct the process of capitalization and dissemination of lessons learnt from our programmes and projects ; l. Assist in the preparation of internal and external evaluations of projects that compose the programme by contribution in the drafting of terms of reference and in participating in field missions where required m.Assist in the organisation of training courses, workshops, seminars, meetings and events by :
  • Organising the logistics for these meetings and events ;
  • Producing minutes of the meetings and ensuring follow up on decisions and recommendations emanating from these meetings ; n. Work closely with projects coordinators, communication officers, country offices and partners to develop and maintain appropriate linkages with the Water and Wetlands annual work plans and budgets o. Take a lead in the organisation and updating the partners contacts p. Carry out other tasks compatible with his/her job description as required by the Regional Water and Wetlands Programme Coordinator

REQUIREMENTS

  • Candidates should possess a graduate degree (including MSc. or BAC + 5 in French academic system) in a natural science related to water and wetlands conservation or ecosystem management related fields
  • At least 8 years of relevant work experience with developing and implementing multidisciplinary projects, project administration and management experience
  • Sound experience of West African region
  • Demonstrated spoken and written fluency in French or English with at least working knowledge of the second one
  • Advanced computer processing skills
  • Demonstrated good writing skills
  • Ability to travel frequently in West and Central Africa and occasionally in other parts of the World
